Abstract
This paper clarified that the network approach, in which optical fibers are introduced in replacement of current metallic cables, is the most cost-effective and practical approach towards broadband network. In the study, cost analyses are undertaken for two approaches to modernize the access network, the network approach and the broadband demand approach, in which optical fibers are introduced according to the broadband service demand. The network architecture and related low cost optical access system technologies for realizing the network approach are also investigated
