Abstract
This paper deals with a rate converter that uses sigma delta noise shaping to achieve the same noise performance as a much higher resolution rate converter. It focuses on the practical implementation of this rate converter. This rate converter has to operate on oversampled video bandwidth signals, meaning that achieving the timing requirements can be difficult.
