Abstract :
In order to ensure the rationality of redistribution of revenue from road congestion pricing, and enhance the feasibility of redistribution policy of road congestion pricing, this paper presents that the revenue of congestion pricing can be used to extend the roads capacity and support public transport, based on the analysis of the mode and selecting criterion, and under this two redistribution modes. This paper analyzes the generalized travel cost, based on which the multinomial logit model is used to research the travelerspsila choice of travel mode and travel route. Finally an example is used to illustrate its application. It is concluded from all the results of analyses obtained that the revenue from road congestion pricing can be redistributed in this way to decrease private car trips, increase bus trips and decrease vehicle flow with comprehensive consideration of PCE, road area per capita and occupancy rates. Congestion can be relieved from both supply and demand to the satisfaction of most road users.
