Abstract :
A fuzzy control framework, in which the measurement model of congestion is applied to evaluate the congestion degree of the replace route and the fuzzy control algorithm is applied to design the intersection signal setting of the replace route for eliminating "traffic congestion diversion", is developed to study network performance when the non-recurrent traffic congestion happens in the network in the presence of information. The framework is illustrated by detecting the traffic volumes in the replace route and controlling the traffic volumes at the same time.
