Abstract
In this paper, we propose a new method for solving the shipborn weapon system optimal configuration (SWSOC) problem. This method mainly divides establishment of the outranking between schemes into two steps. Firstly, local preference indexes are calculated by comparing the sub-attributes of one scheme with another one, and then these index subsets are integrated into binary relation of two schemes. Though this method could add to the computing quantity of decision making, it makes the decision-maker much more clearly about the system, and increases the feasibility of ranking results.
