After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

To solve the common damaging problems of construction and the general conservation strategy failures, this article puts forward a gradual conservation strategy, which features a series of changes: from keeping vitality to overall rejuvenation; from inheriting building genes to overall protection; from government dominance to greater public involvement.
