After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Through investigation lighting measurement of 30 urban residential areas in Tianjin, Changsha & Zhengzhou, by the methods of data sampling and subjective questionnaire , the article fix measurement parameters, techniques & methods, then analyze the findings and summed up the practical experience and exiting problems in current testing field of China residential lighting areas. The achievement can offer the basis of theory and data for follow-up study of new methods and technology of detection, at the same time, it be able to provide support in measurement for developing lighting standards of urban residential areas.
