Abstract
Enterprise incubators are services of cultivating and fostering high-tech zone center enterprises, which play an important role in promoting the development of high-tech industries, incubating and fostering the small and medium-sized enterprises, adjusting the industrial structure and fostering new economic growth point, and so on. In the process of growth in the number and diversity development, enterprise incubators gradually exhibited the problems of inefficient management, improper operation, low resources utilization, and so on. In this thesis the evaluation index system was established by selecting the factors affecting enterprise incubators, and multi level grey relational model was constructed based on grey system concept. An empirical study on high-tech zone enterprises was taken, therefore providing the reference for enterprises self-improvement and the government´s effective guide.
