After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.

The practical resource integration strategy of Laiwu steel city\´s urban fringe and the urban design plan of "a garden city with waterscape and hillside view" are conductive to guiding cities sharing the same characteristics in overcoming resource disadvantages and adhering to their advantages so that they can eventually turn into intensive and efficient "function-landscape-community" cities via their consecutive and efficient interior regeneration process.
