Abstract :
In the last few years, the Iraqi government has faced the issues of centralization in the authority and finances of the central government. The centralization of the Iraqi government leads to weak decision making because the decisions made by the central government are based on general situations. Hence, the Iraqi government should shift from a centralized government to a decentralized government. This paper proposes an e-government Structure based on decentralization instead of centralization. The proposed e-government Structure will provide improved e-services and increase the interaction and electronic information sharing among the central government, citizens, government agencies, and businesses. This study will help the government distribute responsibilities and become adaptable, thus enhancing planning, leadership, communication, and decision making.
