Abstract :
The New South Wales Incident Management System will provide the Roads and Traffic Authority (RTA) with the ability to effectively manage its road network and to lessen the impact of congestion and incidents upon transport users. The system will cover the main freeways, motorways and major arterial roads in the Sydney metropolitan area and local environs as well as Newcastle and Wollongong. This paper focuses on the development of the dominant component of the system, the Central Management Computer System (CMCS), being developed by Serco. The standardised system will be required to produce a consistent performance across the road network; to operate on common principles from centralised control point; to use a standard communications protocol to all the external points on the network; and to provide a framework and reference for the natural expansion of the system in terms of the road network serviced by the system, the added value services incorporated later in the system and the additional operators and stakeholder organisations receiving output data from the system.
