Abstract
In the past, when alarming for the accident, only the relative emergency plan are launched according to the diagnosed warning degree, without considering the controllable of the warning root and the controllable degrees of alarm. However, these factors shall affect the early-warning effects and the level of the emergency plan. Towards this situation, the extension theory is applied in this paper to diagnose the warning degree and the controllable degree, analyze the controllable conditions of the warning root, and launch the relevant alarming plan. Not only the accuracy and strong degree of the emergency plan is well diagnosed, but also the tracking of the emergency plan is improved. Finally, the further loss caused by the delayed risk consequences are solved.
