Notice of Retraction

As our cities continues to industrialize and urbanize, it is continually creating conditions for more and worse disasters in the future that will, among other things, contribute further to environmental degradation and hinder developmental programs. This paper analyzes the special natural characteristics of Southwest Mountain region, which have two critical features and three development tendencies. Then the author points out that the work of disaster prevention need a systematic and holistic thinking. Integrative and comprehensive analyses of other disciplines are the best way to solve it. Finally theoretically planning strategies for Southwest Mountainous cities are proposed: 1) The necessity of theoretical guidance. 2) The forward-looking of disaster research. 3) Co-ordination of "Integrated" land use pattern. 4) The integrity work of disaster prevention and reduction. 5) Improvement of legal protection system.
