Research on the owner´s tactics to unbalanced bid under the mode of Code of Valuation with Bill Quantity of construction works

The implementation of “Code of Valuation with Bill Quantity of construction works” marks the project cost reform has made a great progress, however it also creates space and opportunities for contractors using the unbalanced bid. This paper analyzes the mechanism of unbalanced bid of the contractor, summarizes the different types of unbalanced bid strategies and provides the reference for the owner´s project investment control. It reflects the principles of fairness, justice and openness under the market economic system and it also has very important practical significance.
