After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The emergency management is a science currently to be perfected urgently, of which emergency relief supplies strategic reserve system is one of the important content. It is the key to the whole emergency management process, and the lifeline to ensure social stability. Based on the present situation of Chinese emergency law, from the social function of the theory, the standard of rights theory and method of value theory,I summarize the deficiencies of Chinese emergency relief supplies strategic reserve system, and put forward corresponding solutions.
