    Technological innovation capability includes two interrelated capabilities: technological development capabilities and technological transfer capabilities. At present technological development capacities of the majority of the regions in China are too weak to prevent sustainable regional development and technological capability. In this paper, a multivariate statistical analysis based on the Provincial Panel Data for 2003-2008 finds that regional (provincial) technological development abilities in China are obviously imbalance, and the abilities of Beijing, Shanghai and Guangdong are significantly advantage over other regions and the abilities of them derive from different environments and conditions, which provides a good example and enlightenment to the other parts of China.
