The development success rate and the using efficiency of Suburban Forest Park, largely due to the establishment of planning innovation system as well as the innovation degree of innovation factors. In case study of Yiling Forest Park, according to its development situation, characteristics, problems and requirements, this paper has got three major conclusions: (1) Scientific planning needs a powerful support of planning innovation system; (2) The planning innovation system contains five factors: planning idea, planning position, planning technology, planning project and operation mode; (3) In the innovation system, the position innovation is the foundation, the technological innovation is the precondition, the idea innovation is the core, the project innovation is the key and the operation innovation is the guaranty.
