After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In the past 30 years, the Chinese rapid economic development and the large-scale urban construction have caused a great deal of "constructive" and "protection" damages to the architectural heritages. At the same time, it also has raised public protection awareness. Currently, public participation has been considered an effective way to protect architectural heritage and there are many theories about it. However, the public protection still stays at a low level and the participation cost is too high. So, this paper takes the event that the Team of Tianjin Volunteers protected the 5 Avenues successfully as an example and makes an analysis on the dilemma so as to promote the public participation process during the architectural heritage protection.
