Disequilibrium of Chinese economic development, decline of traditional culture system and large number of discontented people result in frequent occurrences of public crises which do great harm to Chinese society. Nowadays government departments can not effectively manage public crises alone, and participation of non-governmental organizations is indispensible. Corporate social responsibilities contain economic responsibilities, legal responsibilities, ethical responsibilities and charitable responsibilities. If enterprises can actively bear economic responsibilities, they can help to reduce number of discontented people and improve economic disequilibrium in China; if enterprises can actively bear legal responsibilities, they can help to decrease occurrence frequency of public crises; if enterprises can actively bear ethical responsibilities, they can help to alleviate decay of traditional ethical culture; and if they actively bear charitable responsibilities, they are conducive to social harmony.
