Abstract :
Power grid emergency easily leads to uncontrolled chain reaction, exerting an adversely serious impact on the society, thus effective emergency linkage mechanism is needed. The flexibility and high efficiency, as the characteristics of emergency linkage mechanism, is figured out, based on the research on emergency linkage mechanism of US, EU and Japan; the problems in establishment of China´s emergency linkage mechanism are pointed out, such as lacking of maneuverability. Through researching on the contents of emergency linkage mechanism establishment in five aspects, linkage communication, information guarantee, resource guarantee, combined disposal, emergency linkage protocols, framework of emergency linkage establishment are proposed, and definite content and method for the establishment of linkage are suggested. To enhance the capability of emergency response, the scheme of constructing emergency linkage mechanism with government emergency management agencies, livelihood critical sectors and enterprises, power transmission enterprise outside the grid and power generation enterprise parallel in, important consumers and high-risk users, construction enterprises, equipment manufacturers, are proposed. For evaluating the effect of mechanism establishment, an assessment method is discussed.
