The emergency management work has become a topic which was widely concerned by government and society, university emergency management work has been the weak link in Chinese emergency management work, so this article does some discussion on the building of universities emergency operation plan system. This paper analyzes the importance of doing well the universities emergency operation plan system from four respects, then points the problems of four aspects which existed in our current universities emergency operation plan work. Based on these, the paper propose the universities emergency operation plan system which puts the general plan, specific plan, people gathering places plan and the site of campus major events plan as the content, and finally briefly points three consideration which need pay attention to while building the universities emergency operation plan system.
