    As the cells of society, communities have not only undertaken some government functions and carried the primary social forces and resources, but also is the subject of enduring various disasters. The chief aim of this paper is to evaluate disaster emergency capability for readiness of urban community based on the principles of simplicity and practicality. The approach adopted extensively in this paper is called multi-level fuzzy comprehensive evaluation model, and this method addresses three concerns: identifying the primary evaluable indexes by the establishment of three-level structure model; confirming various indexes´ weight coefficients by expert scoring method ; employing properly comprehensive evaluation model to expose the degree of community´s disaster response for readiness. It is concluded that the application of multi-level fuzzy comprehensive model to evaluate disaster emergency capability for readiness of urban community would provide applicable evaluation index system and mathematical model.
