After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

In recent years, technology-seeking FDI have begun to an effective way to reverse the investment for enterprises in developing countries. China´s foreign direct investment to developed countries has the rapid growth with the main motivation to integrate into the global supply chain and to access to technology spillovers reverse. Technology spillover effect will be adverse effect on three levels of business, industry, national, and enterprises. The enterprises obtain the reverse effect of technology spillovers through imitation effects, embedding effects, human capital effect and the platform effect. Chinese enterprises take advantage of the host country technology spillovers and diffusion of innovation to achieve the purpose of digestion and absorption. Then it will be resulting in strengthen the competitiveness of international operations, from the followers into a direct competitor, and to become the industry´s major competitors.
