The increasing deficiency of water resources in many regions in China display that the today´s water supply systems may not be enhanced and conflict may not be alleviated unless optimal management based on risk analysis is considered Drought risk assessment is an important issue of environmental monitoring and assessment in arid environments. The present study introduces the application of an integrated risk analysis model to determine optimal management strategies that minimize drought damages and threat of water shortage By using risk management analysis methods to assess the risk management analysis of agricultural drought in Jiangsu Province, the agricultural drought risk assessment method which uses risk theory as the core theory is established. Regarding cities in Jiangsu Province that are suffered the drought in the autumn of 2010 as the research areas to assess agricultural drought risk, it can be the basis of drought risk management for making decisions in according to the distribution of drought risk of dry crops of cities in Jiangsu Province.
