After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Feature decline is a common phenomenon in our city nowadays. Taking the cities in southwest china for example, this paper sums up the influencing factors, and concludes the law that urban morphology fits the function, adapts to the environment. Furthermore, it also discovers the mechanism that explains how all this happens. Then, the paper analyses the reasons of feature decline, gets the inspiration that the aim of building characteristic city is not chasing some certain shape, but inheriting and developing the way of making use of nature, building city which satisfying the function and environment.
