Abstract :
In an effort to facilitate wider use of the large amount of data collected to support "real-time" ITS applications, many provinces and local cities have endeavored to create ITS Data Management Systems to provide the travel information services under the National ITS Architecture. Unfortunately, experience with ITS data management systems revealed that usage of the systems has been rather light,many date had been wasted, and it was clear that a ITS data management system must continue to evolve as user requirements and data availability changed. To address these needs, the research described in this paper was conducted in an effort to improve the data management system usages through closer attention to user requirements and by a focus on the development of data processing tools for users, and a framework for developing the ITS data management system to meet user requirements was presented.which can been used to guide the research and development of ITS data management system in china.
