With the overall development of China´s politics economics and culture, the modernization of China´s rural area has came to be enhanced obviously. But it also brings some new environmental problems. Nowadays, it comes up with the the construction of new socialist countryside, so it will be helpful to cope with the rural environment problems by creating a scientific and legitimate rural area environmental administrative system. This article, taking Wolong district in Nan yang city of Henan Province as an example, hopefully gives some suggestions to perfect our county´s rural area environmental administrative system by analyzing the exits problem of this district.
