Abstract :
Taking into account the assignment states of the frame offsets in the adjacent cells, with respect to the soft handoff blocking probability an optimal frame offset assignment policy is proposed for originated calls. Numerical examples are presented to show the advantage of the proposed frame offset assignment policy
