Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Based on the concept of low-carbon, as well as for the reflection of the tourism planning of Gulangyu. To have an opinion that Gulangyu should be fully enhanced the transportation system, improved the public gathering space, constructed the multi-level geographical landscape, highlight the geographical characteristics of sea-living environment, maintained the island style architecture, mobilized public participation in the enthusiasm, build high-quality ecological and cultural base.
