Abstract
This paper has been written to clearly document the specific steps utilized to ensure the selection of the proper OTPS development candidates which will, in turn, provide the optimum support for US Navy fleet aircraft at the Intermediate or 1 level of maintenance. This process can be utilized by any organization, military or civilian, for similar selections of electronics tested on ATE that is to be replaced. The selection process is of particular interest to all parties associated with automatic test equipment (ATE) test program set (TPS) development in general and CASS TPS developers in particular. This paper will use US Navy jargon when referring to equipment and command names. Equivalent nomenclature will be provided parenthetically wherever possible if clarification is needed
