The author points out that there are new factors that affect technology transfer and they go far beyond the science of technology itself. This is an important key to why there is a paradigm shift and the popularity of alliances. He focuses on these factors behind this new paradigm, believing it will help us understand better what is happening and how we need to change our thinking so as to benefit from our technology
