Abstract :
Remote sensing data is digitally processed to enhance visual image interpretation capabilities. One of the processes applied is image fusion. The achievement of operational image fusion at the Western European Union Satellite Centre (WEUSC) is being performed in various steps. Starting off with a demonstration of data fusion and its capabilities regarding the support of visual image interpretation the data fusion system (DFS) then entered a pre-operational phase in which image analysts were provided with software tools, standard procedures, operations manuals, image products and training. Together with the experiences gained on real world applications and the feedback of the image analysts a framework was designed for the further development of an operational system. This paper is based upon the results of a study performed within the Technical Development programme (TDP) of the WEUSC. It describes the requirements and limitations of the development of an operational data fusion system. The role of image fusion in the completion of tasks is considered in the broadest sense from the perspective of deterrnining what value can be added to the completion of specific applications. This value is gauged both in terms of the effort required to achieve image fusion and the improvement in the results obtained. Implementation of an operational system has been evaluated from the procedural and technological points of view. Special attention is paid to the identification of general guidelines and limitations attached to the fusion process in an operational environment, such as the WEUSC
