In 1990 overwhelming evidence appeared indicating a decline in defense expenditures. At Watkins-Johnson Company, like many others within the defense electronics industry, commercial opportunities were seen as the panacea for declining defense programs. This paper outlines the role of Total Quality Management (TQM) within the Watkins-Johnson strategy for maintaining profitable defense business while building a base for future commercial opportunities
