Abstract :
The use of models in image processing and video coding is rather limited, mainly due to the inherent difficulty in characterizing image sources. In this paper a new model-based approach to video teleconferencing is introduced using three-dimensional-vector quantization (VQ). According to the proposed model, localized history of the sequences is used to encode present frames based on a hierarchical approach. The results indicate a high compression ratio of over 100:1 with high quality of the perceived sequence. Due to the localized nature of the proposed algorithm, the encoding of a sequence can be organized in parallel where each area of the frame is encoded and decoded independently. It is concluded that the new approach could be instrumental in developing new systems and algorithms for video compression of teleconferencing
