Service innovation based on operational model: A case of business incubator

Based on the case study, we know that the main establisher of business incubator has been changed from government to enterprises, and the operational model has been gradually shifted from the non-profit public service into an enterprise- and market-based operation which is profit service. Scale effect is another new feature of business incubator because of the change of operational model; it makes the changes of business incubators´ investors, the main body, forms and contents of management. The service demands of incubated business have shifted from low-level to high-end level under the scale effect, while producing a clustering effect, enterprise survival rate is highly and growing faster. Therefore, the change of operational model, large-scale and highly professional is a new way of incubators´ service innovation, through which the business incubator can improve their service capacities and incubation effect.
