Abstract
Specific guidelines for limits on partial-body exposure have been issued by the Telecommunications Technology Council of the Ministry of Posts and Telecommunications (TT Council/MPT) in Japan. Localized exposure of a human´s head to microwave (MW) while using a cellular telephone usually complies with these guidelines. Thus the TT Council/MPT as well as the responsible agencies in other countries concluded that there is no evidence to suggest that the use of cellular telephones should be limited because of health hazards. However, the TT Council/MPT and other international organizations (e.g., the WHO and the ETJ) recommend further biological studies on possible health effects of MW exposure by cellular telephones because some biological studies suggested possible health hazards. Well-designed studies should therefore be done to provide clear evidence of presence or absence of these suggested phenomena. We present a newly developed MW exposure setup for testing the health effects on animals of partial exposures of the head under well-defined exposure conditions
