Abstract :
Trans-regional water quality compensation mechanism is a very important component of eco-compensation mechanism and has been paid increasingly attention as a new water environment protection measure. However, there is no direct legal norm in China´s existing laws and regulations on trans-regional water quality compensation. Although pilot projects have been launched by a few provinces and good results have been achieved, many legal and policy problems have been exposed. This article analyzes legal and policy background of trans-regional water quality compensation mechanism and discusses relevant legal issues to provide helpful suggestions on establishing and further completing the mechanism.
