Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In accordance with Chinese national state and the practical needs, a distributed electronic voting system CCS-RI favorable for the voters to vote and verify at the nearby place has been put forward by referring and learning from the foreign advanced and mature systematic plan. It using the multi-levels verification has increased the voting credibility; meanwhile, the arrangement of distributed voting/counting at the voting place has been beneficial for smooth implementation of the large-scale voting at the grass-roots level.
