Abstract :
The General Co-Chairs welcome you to Shanghai and the joint IEEE Conference on Decision and Control (CDC) and the Chinese Control Conference (CCC). It is the 48-th consecutive CDC and the 28-th CCC. Since 1986, the annual CDC has been held outside the United States with increasing frequency, and this year it is being held in the western Pacific for the third time. It is fitting that the flagship conference of our field is being held in one of the world´s most dynamic urban settings. Shanghai is China´s largest city and it is one of four Chinese municipalities reporting directly to the central Chinese Government in Beijing-instead of to a provincial government. With Beijing, Chongching, and Tianjin, the other three directly-governed municipalities, Shanghai thus has political stature on a par with any of China´s 23 provinces. It is an important city, but it is at the same time an accessible and charming city, and we hope that you will be able to take advantage of the things it has to offer.
