More than a decade ago, internet had gradually come to play a major role in the world as it was an advance technological tool provided several benefits to human being. Internet could also influence in educational field because it was the advance media to create distance learning in term of online learning or eLearning. Many universities and colleges have turned to focus on eLearning class in stead of traditional class due to students and teachers could access anywhere and anytime. In the meantime, eLearning could provide effective learning for higher education particularly the developing country like Thailand where all citizens have an opportunity to enter into official education system organized. However, there were several factors effecting to create successful eLearning for higher education, and those factors could combined together as model for creating eLearning for higher education in Thailand. This paper therefore would be done to propose the eLearning model on higher education in Thailand, and to investigate the effective factors to create eLearning model for higher education. The methodology was to review the literatures and conduct survey research through experts and students. The 4D model was proposed as eLearning model for higher education which combined from 4 factors includes deliberation of human, design of instructional, development of technology, and deliver of social.
