This paper argues that economic laissez-faire and regulation policy affect the liberliazation of international trade in service at the same time. Indicators of EFW (economic freedom of the world) and PMR (product market regulation) are introduced in a gravity model to quantify these effects. Firstly, it is found that EFW of the import country has a positive relationship with the service import; secondly, PMR of the import country not only promote the service import, but also magnify the effects of EFW on service import; thirdly, inward oriented regulation policies of the import country has almost the same effects with PMR, neither do the outward oriented regulation policies.
