Abstract
The paper states that the Ware report´s recommendation that there be no secret government system of records containing personal information about individuals has renewed urgency. It continues to hold its place as the first principle of fairness in the Code of Fair Information Practices. Advancing it in the US requires broadening its scope to cover the private sector and providing information about how decisions are made, not just the personal information on which they´re based.
