Constructing D-Index from Panel Data Set and Its Extreme Risk

D-index can be constructed from cross section data set and time series. Based on the basic constructing method, the paper also considered the D-index from panel data. The example is the west of Liaoning province and it also can be introduced around the northeast of China. Drought is one of the frequent natural calamities in China and it led an amount of loss. The paper gave the basic method from cross section data. Especially the paper focused on the D-index constructing from panel data in which there is much missing data. Also the paper gives the details of D-index around related areas in China.
