Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Promoting the market-orientation of the right of rural land contractual management is the key to implement the spirit of the third session of the seventeenth people´s congress and solve the difficulty in rural development. To ensure circulation of the right of rural land contractual management, it is necessary to further stabilize land right; and to implement free ldquotransferrdquo of the right to rural land contractual management, it is necessary to have an institutional arrangement to transfer its social security function to the ldquoland security fundrdquo. Close combination of the reform of rural land system and peasants´ urbanization enjoys important significance.
