Abstract :
Video coding standards, such as MPEG-4 Part II and H.264/AVC, follow a block-based hybrid coding design which employs inter picture prediction to exploit temporal dependency and transform coding to exploit spatial dependency. This paper presents a video encoder preprocessing method which is based on transform and quantization to improve coding efficiency performance. The proposed method is applicable for general video coding schemes. An implementation of the proposed method based on the H.264 is discussed in this paper. Simulation results report that an average of 0.8% bit rate reduction is obtained over the H.264 baseline profile without increment of complexity in decoding process.
