Abstract
With the advent of various smart grid implementations, it has become feasible and perhaps suggested, to investigate the preferred location for measurement reference. The highest ranked reference would most accurately observe the power system status taking into account errors on indirect measurements. A process for this selection is presented in the work, where the effect of both network and power system perturbations such as measurement distortion and load change are analyzed to aid in the decision-making.
