Abstract
The authors describe a model decoupled power-system state estimator combined with decoupled bad-data detection and identification procedures which use the theory of hypothesis testing in conjunction with the estimates of the measurement errors obtained using a linear estimator. Testing of these procedures proved their capabilities in accurately and reliably processing single, multiple noninteracting, and/or interacting bad data. An extensive review of the work to date in this field and a detailed description of the procedures are presented
