Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

It is analyzed about the ability of the self-purification from the time and the space about The Cao River from Daceying to Xizhuang .It is show that the water of The Cao River has the ability of the self-purification about CODCr and Cr6+, but the ability of the self-purification about heavy metal ions is weak,such as Hg . As a result, the metal ions will influx into the Baiyang Lake and pollute it .The Cao River can´t achieve the environmental demand only depanding on the self-purification. It is suggested that it should be governed by relevant departments.
