After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Water quality in Songhua river basin has been proved to be enhanced by applying the water pollution prevention and control programme during 2006 to 2010. During the 12th five-year plan, one of the main tasks is to ensure the water quality in the major basin can fully meet the requirement corresponding to achieve comparative prosperity. The article tries to construct a strategic system of water pollution prevention & control in Songhua River basin during 12th five-year plan so as to achieve "detail management" in water pollution control aspect, finally reach the aim of comprehensive prevention of water pollution issue.
