The development tendency of urban wastewater pollutants plays an important reference value in coordinated development between urban economy and water environment. This paper applies the system dynamics (SD) approach to construct the discharge prediction model of the wastewater pollutants of Tieling, which is used to simulate the development tendency of wastewater pollutants and analyses the coordinated development between the water environment and the economic development. Through the historical examination, the practical verification shows that the relative error is small and the model is reliable. By designing different management plans of wastewater, using the year 2005 as the base year, predicting the variation tendency of Tieling wastewater pollutants from 2005 to 2020, the results show according to the 3rd and 4th management plans of wastewater, the wastewater discharge presents a downward tendency, it can achieve the coordinated development between the economy and environment of Tieling.
